Dr. Jorge Caillaux is CEL-IUCN Vice Chair for South America.
Dr. Caillaux is a lawyer of the Pontificia Universidad Católica del Perú (PUCP), Lima, Perú (1983).
Dr. Caillaux began research in the field of environmental law in Peru (1977-1978) when his thesis on Peruvian Environmental Law was the first ever to be presented in this field in PUCP and also probably Peru. He was the co-founder of the Peruvian Society for Environmental Law (SPDA) (1986) - a leading NGO working in policy and environmental law in Peru and South America. As head of the Ad Hoc National Committee in Peru, he participated actively in drafting the 1990 Code of the Environment and Natural Resources and its subsequent rules of application. He also taught Environmental Law in PUCP (1992-1994).
He practices private law as Legal Director of Corporación Drokasa - a Peruvian group of corporations working in agriculture and pharmaceuticals.
Dr. Caillaux is currently President of the SPDA. He is a member of the Environmental Administrative Tribunal in Peru set up by law within the Environmental National Council (CONAM). The Tribunal provides the technical basis for CONAM's legal decisions to resolve environmental disputes, mainly conflicts of competence between different environmental agencies.
As CEL-IUCN Vice Chair for South America, he is also promoting the creation of the Andean Centre of Excellence for Environmental Law in association with the Law Faculty of the PUCP and the SPDA.
He has particular interest in issues relating to biodiversity, intellectual property rights and trade and environment. He provided technical assistance to the Andean Community in the debates and drafting of the Andean Regime on Access to Genetic Resources (Andean Decision 391) that was enacted as common law for Bolivia, Ecuador, Colombia, Peru and Venezuela (1996).
