20-24 June 2016 14th Colloquium of the IUCN Academy of Environmental Law, Oslo, Norway
 
APCEL's Director Assoc Prof LH Lye attended the IUCN Academy of Environmental Law Governing Council meetings as a member of the board of governors representing SEAsia (APCEL is an institutional member of IUCN) and participated in the above Colloquium. She was also invited to attend a book launch on 21 June in which she and Melissa Low contributed a chapter on "Energy and Smart Cities — Perspectives from a City-State, Singapore" in Energy, Governance and Sustainability, JJ Manzano, N Chalifour and LJ Kotze (eds), Edward Elgar Publishing (2016).

APCEL's Honorary Director Prof KL Koh presented a paper on “The Environment in Court and Questions of Legitimacy - Promotion of UN Post-2015, SDG 16: ‘Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective accountable and inclusive institutions at all levels’: The ASEAN Context”. She was also invited to Chair the Plenary Session on 22 June 2016.

11-27 February 2016 Teaching at Yale

APCEL's Director A/P LH Lye was Visiting Associate Professor at Yale’s School of Forestry and Environmental Studies (FES) from 11-27 February 2016, to co-teach an intensive course on Comparative Environmental Law with Prof Nicholas Robinson, Gilbert & Sarah Kerlin Professor of Environmental Law, Pace University Law School, New York. This course has been taught regularly since 2003-4 to students from the Yale FES and Law School and implements the MOU between Yale University's FES and the NUS MSc (Env Mgt) [MEM] programme. A/P Lye chairs the NUS MEM programme's Management Committee.

APCEL's Director Assoc Prof LH Lye and Honorary Director Prof KL Koh were invited to the above event. Prof Lye gave a presentation on “Trade in Endangered Species – Enhancing Laws and Enforcement At the International, Regional and National Levels”. APCEL is a partner with the organiser in this research project and hosted a workshop in Dec 2014 at NUS Law School.

Assoc Prof LH Lye was invited to give a seminar on “Global Trade in Endangered Species – New Challenges for Law and Enforcement” at a special seminar for staff members attended by law and political science professors, lawyers, and key members of WWF –Japan, at the above University.

Prof KL Koh was invited to present a paper, “Survey of ASEAN Legal Frameworks Relating to Food and Water Security”; to conduct a “ Wrap–Up session”; to moderate the following sessions: Group E session - Alumni from Vietnam ( topics include “The effects of climate change in Vietnam and the legal challenges”; “The amendments of Vietnam of the Criminal Code – an effective legal mechanism to protect environment”). Group F session - Alumni from Cambodia (topics include “Clean water management in Cambodia”; “ Don Sa Hong Hydropower Dam and its impact on Cambodia”; “Medical substances and food products in Cambodia”; and “The core of water security in Cambodia”). She also participated in the Roundtable Discussion on Resource Security.

Prof Lye also chaired Plenary 2: Climate Change & Biodiversity Challenges, 9 Sept.

APCEL's Honorary Director Prof KL Koh presented/chaired

(1) paper on "Experiences in Joint Education Projects (National and International) - the ASEAN Region" at the Teaching Workshop on 8 September 2015; (2) paper on "Challenges of the Impact of Climate Change on Biodiversity: Food Security and Livelihoods in ASEAN"; (3) chaired "Panel Session 3: Forest Conservation"; (4) her chapter ( jointly written with L Bhullar) on " ASEAN: the Singapore Declaration on Climate Change, Energy and the Environment, 2007 and beyond" in Werner & Jonathan ( eds) , Regional Environmental Law: Transregional Comparative Lessons in Pursuit of Sustainable Development. The book was launched on 8 Sept.

She also attended another book launch in which she and NA Robinson contributed a chapter on "South- South Cooperation: Foundations for Sustainable Development" in Alam & others ( eds), International Environmental Law and the Global South.

She was invited to participate in the follow- up meeting of the 'Bonn meeting' (held in June) on Improving Effectiveness of Environmental Law, 8 Sept.

Prof KL Koh was invited to present a paper on “Improving Effectiveness in Environmental Disaster Management Governance: Legal and Organizational Frameworks Relating to the ASEAN Context” as Chair of the APCEL Specialist Group on Climate Change Adaptation, NUS. She was also the moderator for Panel 3. The above conference was organised by Konrad Adenauer Stiftung and Institute of Law for Science & Technology.
 
18 August 2015 Presentation at Singapore Judicial College, Supreme Court

Prof LH Lye was invited by the Singapore Judicial College established under the auspices of the Supreme Court of Singapore to give a talk on "An Overview to Environmental Law for Judges" under its "Professorial Series", 18 August 2015, Supreme Court. This talk was attended by Judges, Judicial Officers, Justices' Law Clerks and Legal Officers of the National Environment Agency.
 
10-12 August 2015 6th IUCN Asia Regional Committee Meeting, Bangkok

Prof KL Koh was invited to participate at the above meeting. She discussed various items on the agenda for the meeting and, in particular, was invited by IUCN World Commission on Environmental Law to make a presentation. She also reported on the Environmental Law Centre Global Strategy Meeting on “Improving the Effectiveness of Environmental Law”, held in Bonn, 25-26 June 2015.

Prof KL Koh and Assoc Prof LH Lye were invited by the ASEAN Power Shift 2015, Youth Organising Committee to participate at the above event. Prof KL was a panellist for the session Comparative Study of ASEAN and EU Approach to Climate Change. She made a presentation on "Warsaw International Mechanism for Loss and Damage Associated with Climate Change Impacts: ASEAN and EU Approach?". Assoc Prof LH Lye presented a paper on "Environmental Education at the Tertiary level - The NUS Experience".

ADB Regional Capacity Development Technical Assistance - “Strengthening Capacity for Environmental Law in the Asia-Pacific: Developing Environmental Law Champions”, Philippines

 

APCEL’s Director, Assoc Prof LH Lye was one of the trainers conducting the second training program on environmental law for law teachers from ASEAN & the Asia-Pacific region. This was funded by ADB in collaboration with IUCN’s Academy of Environmental Law & APCEL, and conducted at ADB’s offices in Manila. The first training program was held from 23-27 March 2015 – participants were from Indonesia, Malaysia, the Philippines and the Indian sub-continent (Bangladesh, India, Nepal, Pakistan and Sri Lanka) . This second training programme had participants from the Mekong River countries, Myanmar and China and was conducted from 1-5 June 2015.

APCEL’s Director, Assoc Prof LH Lye was part of a team of experts that conducted training programs on environmental law for law teachers from ASEAN & the Asia-Pacific region. This was funded by ADB in collaboration with IUCN’s Academy of Environmental Law & APCEL, and conducted at ADB’s offices in Manila from 23-27 March 2015. The next training program will be in early June 2015.

Climate Change Adaptation and Disasters in the Asia-Pacific Region: Focus on the Warsaw International Mechanism for Loss and Damage, 10 – 13 March 2015, Sydney

Prof KL Koh, Honorary Director of APCEL, Chair of the APCEL Specialist Group on Climate Change Adaptation, was invited by the Australia Centre Climate Change and Environmental Law, Sydney Law School, to co-host and support the above conference. Prof Koh was presenting a paper on “Post- Disaster Management Phase: Rehabilitation, Recovery and Reconstruction: ASEAN Context”.

Planning meeting for ADB Regional Capacity Development Technical Assistance - “Strengthening Capacity for Environmental Law in the Asia-Pacific: Developing Environmental Law Champions”

APCEL’s Director, Assoc Prof LH Lye was invited by the Asian Development Bank (ADB) to attend a planning meeting to discuss the above training programs for environmental law teachers from ASEAN & the Asia-Pacific region. This training was conducted by the IUCN Academy of Environmental Law with APCEL as a partner, funded by ADB. The first session was scheduled for 23-27 March 2015.

ASEAN WEN/APCEL/UNODC Regional Stakeholders Law & Policy Workshop on Wildlife Crime (by invitation only), Faculty of Law, NUS

APCEL, together with ASEAN’s Wildlife Enforcement Network (ASEAN-WEN) and United Nations Office on Drugs and Crimes (UNODC) hosted the first ASEAN-WEN Regional Stakeholders Law & Policy Workshop on Wildlife Crime. It was held at the Law Faculty, National University of Singapore, 8-10 December 2014. This Workshop focused on mapping the legal and other resources available and strategizing on how best to utilize these resources to combat wildlife crime.

APCEL’s Director Assoc Prof LH Lye presented two papers (1) Presentation at Plenary of Teaching Workshop on 30 June 2014, “Multi-disciplinary and Inter-disciplinary Teaching - The Masters in Environmental Management (MEM) and Bachelor in Environmental Studies (BES) programs at NUS”;

(2) Presentation at Colloquium “Energy and Smart Cities – Perspectives from a City-State: Singapore” with Melissa Low, MEM graduate and researcher at Energy Studies Institute, NUS. She also reported to the Board of Governors as former Vice-Chair of the Board - on her success in securing funding from ADB for the Academy’s Teaching the Teachers (TTT) Programs to build capacity in teaching environmental law in developing countries in Asia. APCEL will be a collaborator in these projects, which will start first with countries in Southeast Asia, and will be administered by the Academy. Prof Lye also chaired Breakout Session 4 VIII-A on “Renewable Energy: Regulating Renewable Energy”
