Public Seminars and Talks

These are typically half-day events. They are held on a regular basis. Each seminar usually involves the presentation of two or three papers, by one or more speakers. Sometimes, the event is organized as a talk or lecture. Our speakers are experts in their fields, drawn from the Faculty and elsewhere. To stimulate discussion, the seminars are structured to include a ‘question-and-answer’ session. The venue varies from case to case; sometimes they are held at Faculty premises, and at other times, at external locations, such as the City Hall Chamber at the Singapore Academy of Law. The audience is drawn from a wide array of sources; it includes academics, private practitioners, legal officers in government service, and in-house lawyers.


CLE Seminar on GE2008 And The Future Of Malaysia
Convened By Assoc Prof Tang Hang Wu & Professor Michael Hor


It is beyond doubt that the Malaysian General Elections 2008 will be a watershed event in Malaysian history. Much analysis and commentary has already been offered on the possible reasons how and why the ruling coalition lost its two-thirds majority in Parliament, and control of 5 State governments – both for the first time in over 50 years of Independence. NUS Law School has gathered a distinguished and energetic panel of experts to gaze into the crystal ball to try to offer their view of how the various aspects of government – eg politics, economics, law, human rights, race relations - is likely to change in Malaysia in the future and to offer their opinion on what the lasting legacies of GE2008 will be. The speakers include Rita Sim (Deputy Chairman of Insap, a MCA think tank), Malik Imtiaz (leading human rights lawyer), Tony Pua (MP for PJ Utara), Elizabeth Wong (MP for Bukit Lanjan) and Nurul Izzah Anwar (MP Lembah Pantai). Please note that although Ms. Nurul Izzah has committed in principle to come to NUS Law School, her attendance is subject to the political situation in Malaysia.

The Insanity Defence In The Criminal Laws of The Commonwealth of Nations


Introduction

This lecture compares the M’Naghten Rules and the principal variations found in the Commonwealth of Nations for the purpose of formulating the best possible provision on the defence of insanity. The discussion is enhanced by evaluations of the concept of diminished responsibility operating in the Commonwealth, and of the provision on insanity in the Statute of the International Criminal Court. The lecture will conclude with a section spotlighting Singaporean Law. This lecture should be of interest to the legal and medical professions and to criminal justice administrators.

ABOUT THE SPEAKER

Professor Yeo joined the Faculty in late 2006 from Southern Cross University, Australia, where he was Head of the School of Law and Justice. His main teaching and research interests lie in the area of criminal law, especially comparative criminal law.

During his academic career spanning 27 years, Professor Yeo has taught in Australia, Canada, Japan and Singapore and published extensively in the fields of criminal law and criminal justice. His major works include Compulsion in the Criminal Law, Fault in Homicide, Unrestrained Killings and the Law, Criminal Defences in Australia, Australian Criminal Justice and, most recently, Criminal Law in Malaysia and Singapore (with Neil Morgan and Chan Wing Cheong).

In 2003, Professor Yeo was awarded a Doctor of Laws by Sydney University for his substantial contribution to legal scholarship in the area of criminal defences in the common law world.

While in Australia, Professor Yeo was co-editor of the Criminal Law Journal, the leading Australian journal on criminal law, evidence and procedure. He is the Chief Editor of the Singapore Journal of Legal Studies.
