ABSTRACT

In line with one of the Law Faculty’s key missions of contributing to the development of local laws and jurisprudence, the Faculty’s Continuing Legal Education programme is proud to present a series of seminars examining three areas related to the recent Penal Code reform exercise. The proposed repeal of s377, which governs certain forms of sexual activity; the proposed enactment of s298A to deal with certain forms of conduct affecting racial or religious harmony; and sentencing – in particular the death penalty, have all generated considerable media and public attention.

The three areas selected for discussion are particularly problematic, as they are inextricably linked with competing moral and ethical values, which provoke strongly partisan reactions. Further, these three areas have an important common thread running through them, which is that each area, in different ways and in varying degrees, impacts on the civil rights and liberties of individuals. The proposed series of seminars is intended to bring a scholarly perspective to the discourse and to consider the ramifications of the proposed reforms. The speakers are all members of the NUS Law Faculty with a keen interest in criminal law reform.
