APCEL Research Associate, Yang Huiwen, presents at the Oxford Public International Law Workshop

On 17 June 2025, APCEL Research Associate Yang Huiwen participated in an international law workshop jointly organised by the Oxford University Faculty of Law, the Oxford Institute for Ethics, Law and Armed Conflict, All Souls College, and Wadham College. The event, titled “Treaty Regimes in International Law: A Workshop in Honour of Sir Frank Berman KCMG KC“, celebrated the life and work of Sir Frank Berman — a leading figure in international law and a long-standing contributor to Oxford’s legal community.

As part of Panel Three, chaired by Professor Lavanya Rajamani (University of Oxford), Yang presented her research titled “From Systemic Integration to a Systemic Framework for Regime Interaction: Insights from the ITLOS Climate Change Advisory Opinion.” Her presentation examined the interpretive challenges posed by overlapping treaty regimes, using the 2024 ITLOS Advisory Opinion on climate change as a case study. Rather than treating systemic integration as a generic technique, she proposed a dual-level analytical framework that distinguishes between macro-level regime relationships and micro-level patterns of rule interaction. Professor Gleider Hernández (KU Leuven) served as respondent and provided valuable comments on the paper. Professor Campbell McLachlan KC (University of Cambridge) also offered valuable comments during the Q&A session, engaging critically with the paper’s core argument on systemic integration.

The workshop concluded with a keynote conversation between Sir Frank Berman and Professor Vaughan Lowe KC, chaired by Elizabeth Wilmshurst KC, reflecting on careers and current challenges in international law.

Yang Huiwen’s participation reflects APCEL’s commitment to advancing rigorous scholarship on international environmental law and fostering early-career researchers’ engagement with global legal debates.
