Just Transition in Southeast Asia

This project aims to: (1) explore concepts of just transition, and whether these concepts can be harmonised across diverse regions, sectors, and communities in Southeast Asia, highlighting the necessity of tailored local approaches to address global environmental and economic challenges; (2) explore the intersection of the rule of law, regulations, and governance in facilitating a Just Transition. This is done by discussing the legal and institutional mechanisms necessary for ensuring fairness, equity, and inclusivity in transitioning to sustainable economies while addressing climate change and its socio-economic impacts, and (3) explore the critical role financial institutions play in advancing a just transition to a sustainable and equitable economy.  This is done by discussing how these financial institutions mobilize capital to support low-carbon initiatives, foster inclusive economic growth, and reduce social inequalities.

There will be three main activities in this project:

(1) An international seminar featuring experts, practitioners, and representatives from the business sector as speakers across three panels. The seminar will be conducted in a hybrid format to allow participation from Singapore as well as the international audiences.

(2) Following the seminar, the project team will prepare a policy brief summarising results from the seminar for publication on APCEL’s website.

(3) A journal article submitted to a peer-reviewed leading international environmental law journal. Drawing on insights from the seminar, related events, and ongoing research on just transition in Southeast Asia, the project team will develop an article that examines the concept of just transition in the region. The article will explore the intersection of governance and financial institutions’ roles in advancing just transition.
