Constitutional Change in Singapore: Reforming the Elected Presidency

July 8, 2020 | Research

This edited volume features a collection of original essays by Assoc Prof Jaclyn Neo, Asst Prof Swati Jhaveri, Prof Kevin Tan, Prof Thio Li-ann, Dr Jack Lee, Assoc Prof Eugene Tan, Dr Lam Peng Er, and Assoc Prof Maartje de Visser. It provides a timely examination of Singapore’s elected presidency, a unique constitutional innovation to its parliamentary system, and assesses how well it has functioned in light of its original rationale. Specific focus is placed on the 2016 reforms and the constitutional commission’s work leading up to the reforms. The essays in this volume provide critical interrogation of the institutional design, the impetus for change, and the constitutional reform process, thereby drawing out important insights on the rule of law and the practice of constitutionalism in Singapore.

The work for this volume, which includes two discussion workshops for early drafts of the essays, was supported by a CALS Research Grant.
