Physically distant, but not intellectually distant! The CALS community gathered again on 24 April, where Visiting Researcher, Mr Karel Reybrouck from the Leuven Centre for Public Law, presented his working paper “The Division of Competences in Federal Belgium: Transferring the Residual Power?” as part of the CALS Researchers Work-in-Progress Seminar Series via Zoom.  

 

The presentation focused on the division of competences in the federal state of Belgium, according to the principle of exclusivity. The specific competences attributed by the Belgian Constitution to the Communities and the Regions in comparison to the residual competences exercised by the Federal State were explored. Karel concluded with some comparative reflections on Malaysia, which he studied during his time with us at CALS. The seminar was moderated by Professor Andrew Harding and featured a lively discussion with seminar participants at the end.
