In her blog post, Dr Sandra Booysen shared reflections from her chapter, ‘Banking Law’ in Simon Chesterman, Goh Yihan and Andrew Phang Boon Leong (eds), Law and Technology in Singapore (2nd edition, Academy Publishing, 2025), where she discussed the role and effect of technology on the business of banking in Singapore, with a focus on four core retail banking services: deposit-taking, lending, payments, and financial advice.

This double seminar dealt with two topics: the regulation of stablecoins and the competition law implications for syndicated loams. The two speakers, Mr Benedict Bartylla and Associate Professor Christian Bergqvist, were on research visits to CBFL at the time.

On 2 September 2025, the Centre for Banking & Finance Law invited Dr Aurelia Philine Birne, a postdoctoral researcher at the Institute for the Law and Regulation of Digitalization at the University of Marbug, to give a seminar on the Monetary Law of CBDCs in Germany and the Euro Area. Dr Birne began by briefly outlining the development of Central Bank Digital Currencies (CBDCs) worldwide, and then introduced the status quo of the Digital Euro Project and related design considerations.

Professor David Fox of the University of Edinburgh and Visiting Professor at the National University of Singapore gave a seminar entitled ‘Money as a Thing and Money as Functions’ at the Faculty of Law’s Bukit Timah Campus. Professor Fox started with the idea that money in private law is a composite entity: an aggregation of legally-recognised functions that happen to be associated with, or represented in, certain things recognised in the law of property. In that sense, money is more about legal functions than it is about things.

On 12 August 2025, the Centre for Banking & Finance Law hosted Professor Kish Parella from  Washington and Lee University School of Law, United States, who presented on the topic, ‘Supply Chain Resilience in Emerging Technologies.’ The US has announced a series of critical and emerging technology plans to bolster national security, one of which is the establishment of a federal strategic reserve of cryptocurrency. Professor Parella noted that achieving this national security goal depends on the resilience of two types of supply chains within the Bitcoin mining industry: analogue supply chains (hardware components) and data supply chains (software components).

On 31 July and 1 August 2025, the EW Barker Centre for Law & Business (EWBCLB) and the Centre for Banking & Finance Law (CBFL) at the National University of Singapore, Faculty of Law held the Law & FinTech Conference 2025. The conference was convened by Associate Professor Christian Hofmann, National University of Singapore, Faculty of Law, who is also the Deputy Director of CBFL. The conference was opened with a keynote address by Professor Henry T. C. Hu, Professor and Allan Shivers Chair in the Law of Banking and Finance at the University of Texas on “The Bitcoin-Gold False Equivalence”.

On 8 July 2025, the Centre for Banking and Finance Law (CBFL) was pleased to welcome Professor Dr Martin Wenz, Professor of National and International Tax Law, Chair for Business Taxation and the Laws of International and Liechtenstein Taxation, University of Liechtenstein to present his seminar entitled “Mobility of individuals and alternative nexuses to establish and allocate taxing rights on income and wealth in an era of international tax competition.” Professor Wenz was joined by Dr Kasem Zotkaj, Postdoctoral Researcher and Lecturer in International Taxation, University of Liechtenstein.

Deputy Director Christian Hofmann participated in the fourth edition of the SRB Legal Conference Banking Crises – Law, Policy and Practice: European and Global Perspectives on 18 June 2025. He spoke on Panel 3 which addressed the topic Banking Crisis Management Frameworks: A Comparative Perspective on How and What Works Around the Globe

On 22 April 2025, the Centre for Banking and Finance Law (CBFL) was pleased to welcome Professor Hannah Lim Yee-Fen from Nanyang Technological University to present her seminar entitled “Tracing crypto-currencies, mixed funds and other legal quandaries.” The seminar, which was moderated by Associate Professor Sandra Booysen, Director of CBFL was held at the Lee Sheridan Conference Room and was well attended by academics, legal practitioners, and regulators alike.

On 25 March 2025, Dr Sandra Booysen, Director of the Centre for Banking and Financial Law (CBFL), delivered a public seminar at the University of Cape Town on regulatory responses to payment fraud.

NUS Law’s Centre for Banking and Finance Law was privileged to host Mr Patrick Tay, Member of Parliament (Pioneer SMC) and Assistant Secretary-General in the NTUC, to speak to students, practitioners and members of the public on the topic ‘Labour Movement, Employment and Industrial Relations Law in Singapore’ on Tuesday 18 March 2025.

CBFL Deputy Director Christian Hofmann co-taught a course on Central Bank Digital Currencies for central bank payment experts from 19 Asian jurisdictions at the International Monetary Fund's Singapore Regional Training Institute from 17 to 21 March 2025.
