The Permanent Court of Arbitration (PCA) Fellowship Program

The Permanent Court of Arbitration (PCA) has invited NUS to propose candidates for the PCA Fellowship Program. The chosen candidate will have the opportunity to work for one full year at the PCA’s International Bureau in the Peace Palace, The Hague. Over the course of the year, Fellows will gain experience in the operations of the PCA’s International Bureau, with an emphasis on both the practical and legal aspects of international arbitration. Fellows hold the title of Assistant Legal Counsel for the period of the Fellowship.

Eligibility:

  • The Program is open to final year LLB and JD students, LLM students, Ph.D. students in the final year of their studies.
  • Applicants should have outstanding academic and/or professional records and a demonstrated interest/specialisation in international dispute resolution or public international law.
  • Fluency in either English or French is essential. Additional language skills are a strong advantage, especially Arabic, Chinese, Russian and Spanish.

Financing:

The position is unpaid and the PCA takes no responsibility for arranging travel, accommodation, insurance, or any other expense. Successful candidates must have adequate financial resources and health insurance for the year. NUS will provide a stipend to defray some costs through the Overseas Internship Stipend. Additional support is available for candidates who are Singapore Citizens/Singapore Permanent Residents through the International Dispute Settlement Fellowship Grant.

Dates & How to Apply:

Fellowships run for twelve months and start at the beginning of September. Applications must be submitted by 5:30pm (SGT) on 31 January.

Send an email to lawcareers@nus.edu.sg indicating “Application for PCA Fellowship” in the subject line and attaching a single PDF comprising an application package with the following documents:

  1. A cover letter that indicates
    (a) how you expect to benefit from the program;
    (b) how you can contribute to the PCA; and
    (c) a brief description of areas of interest and knowledge of law.
  2. A curriculum vitae;
  3. A letter of recommendation from a professor or senior professional;
  4. Copies of academic transcripts (scans or photos are sufficient);
  5. Proof of proficiency in English or French (for non-native speakers). For English, you will need to have scored 7 or above on the International English Language Testing System (IELTS) or 600 or higher on the Test for English as a Foreign Language (TOEFL). For French, you will have achieved a score above 850 on the Test de français international (TFI), or obtained a certificate in Business French B2.4 from the Alliance Française.
