Description

The European Union (EU) set up an Emissions Trading System (ETS) since 2005. This system now accounts for over three-quarters of international carbon trading. The shipping sector is still excluded. However, it is highly unlikely that this exclusion can continue to persist. The political pressure to include all sectors of the economy in the next trading period (phase 4, 2021-2030) will intensify to achieve the EU’s 2030 emission reduction targets. The seminar will explain the underlying legal framework which is designed to reduce greenhouse gas emissions (GHG). In particular, the seminar will highlight the unilateral impact of EU market-based measures on international shipping.

About The Speaker

Dr Henning Jessen graduated from the University of Kiel (Germany) in 2001. Supported by a scholarship of the German-American Fulbright Commission, he undertook postgraduate studies in Admiralty and Maritime Law at Tulane Law School from 2003-2004. After completing his legal qualifications, he worked for the German government before turning to academia in 2008. He has worked as a Professor of Maritime Law at two universities in the German maritime hubs of Bremen (2008-2012) and Hamburg (2012-2016). He is coeditor of the Brussels Commentary on EU Maritime Transport Law (Hart Publishing, 2016), an extensive commentary on the EU’s regulatory activity in the maritime realm. Since 2016, Henning Jessen has been an Associate Professor for Maritime Law & Policy at the World Maritime University (WMU) in Malmö, Sweden.
