Dr Fatıma Özcan is a graduate of Kırıkkale University (Türkiye) and holds an LLM in International Maritime Law from Swansea University (2019). She was awarded competitive scholarships by the Turkish Ministry of National Education to support both her LLM and PhD studies. She recently completed her PhD at the University of Southampton, with a thesis titled ‘Cyber Cover of Autonomous Ships in the Context of Marine Insurance’.

Dr Fatıma Özcan is a graduate of Kırıkkale University (Türkiye) and holds an LLM in International Maritime Law from Swansea University (2019). She was awarded competitive scholarships by the Turkish Ministry of National Education to support both her LLM and PhD studies. She recently completed her PhD at the University of Southampton, with a thesis titled ‘Cyber Cover of Autonomous Ships in the Context of Marine Insurance’.

Throughout her academic career, Dr Özcan has presented her research at various national and international conferences. She held several academic and policy-related roles, including Policy Associate and Senior Policy Associate at Public Policy Southampton, Editor and Co-Editor-in-Chief of the Southampton Student Law Review, and part-time lecturer at Southampton Law School.

In recognition of her research, she received a £5,000 ‘New Things Fund’ grant from the University of Southampton to lead a project titled ‘Navigating Cyber Risks on Autonomous Ships: A Policy and Regulation Perspective’. As Principal Investigator, she led the development of a comprehensive policy brief addressing emerging cyber risks on autonomous ships. Additionally, she was awarded a scholarship by the Korean Maritime Institute (KMI) to attend the 2022 Yeosu Academy of the Law of the Sea in South Korea, covering all related expenses for an intensive two-week course. She is also a qualified lawyer based in Turkey.

Navigating Maritime Security: Cyber-Piracy in Autonomous Ships

This research explores the intersection of marine insurance law, piracy, and the emergence of autonomous ships in the digital age. It investigates whether existing legal definitions and marine insurance policies are adequately equipped to address cyber-piracy threats. The study also examines the specific vulnerabilities of autonomous vessels and proposes legal and regulatory reforms to ensure sufficient coverage in an evolving threat landscape.
