Tengjiao XU
At the University of Southampton, Tengjiao has served as a Research Assistant at the Institute of Maritime Law, an editor for the Southampton Student Law Review, and the Law PGR Student Representative. Externally, she served as a Research Assistant at the Institute for Studies on Artificial Intelligence and Law at Tsinghua University, China. In 2023, she worked as a legal intern at UNCITRAL (United Nations Commission on International Trade Law) in Vienna and received a scholarship for her internship at an international organisation.

Before joining University of Southampton as a postgraduate researcher, Tengjiao studied at Peking University in Beijing where she served as a Research Assistant and a Teaching Assistant at PKU from 2019 to 2021, working under Associate Professor Guo Yu. She also acquired professional experience, working as a legal intern at Dentons Law Office, as an intern clerk at Zibo Intermediate People’s Court and as a Legal & Commercial intern at Sina Corporation. Tengjiao won PKU’s University Awards two years in a row.
Tengjiao has passed her PRC National Judicial Examination.

Research Project
Legal and Regulatory Approaches to e-BLs
The transition to e-BLs represents a significant development in global trade, enhancing efficiency and security while introducing regulatory challenges. Current frameworks largely rely on principles of functional equivalence, technological neutrality, and non-discrimination. While these principles are widely accepted, their legal limitations remain insufficiently explored. Tengjiao’s research seeks to critically assess these principles and explore potential revisions or alternative approaches to address challenges posed by emerging technologies.
