Southeast Asia is one of the regions that has great potential in using the state of emergency. This is because Southeast Asia has geographical and geological conditions that are at the confluence of continental plates with many potential natural disasters. In addition, Southeast Asia is also a multicultural society with various ideologies that have the potential to create social and political conflicts. Using a comparative method, this paper discusses the character and model of the use of state of emergency that is regulated and used in Southeast Asia. An important issue is to find a model of regulating the limitation of power in the state of emergency so as not to create abuse of power or a dangerous dictatorship. Ultimately, this research seeks to map out the ideal arrangement to maintain checks and balances in the state of emergency in Southeast Asian countries.
