Emeritus Professor

Koh Kheng Lian is Professor Emeritus of the Faculty of Law, National University of Singapore, and a founder and the former Director of the Asia – Pacific Centre for Environmental Law (APCEL), established by the Faculty in collaboration with the World Conservation Union – Commission on Environmental Law (IUCN-CEL) and the United Nations Environment Programme. In 2009 she initiated a new course on ASEAN Environmental Law, Policy and Governance. From 1980 to 1986, she served as a legal officer in the secretariat of the United Nations Commission on International Trade Law (UNCITRAL) in Vienna.

Koh Kheng Lian is Professor Emeritus of the Faculty of Law, National University of Singapore, and a founder and the former Director of the Asia – Pacific Centre for Environmental Law (APCEL), established by the Faculty in collaboration with the World Conservation Union – Commission on Environmental Law (IUCN-CEL) and the United Nations Environment Programme. She was the IUCN CEL Regional Vice-Chair for South and East Asia, and a member of its Steering Committee from 1996 – 2004. She was consultant of the capacity building in environmental legal education project for the Asian Development Bank. Professor Koh was a former Director of the World Bank Institute/ Ministry of Foreign Affairs (MFA, Singapore) seminars on urban and industrial environmental management; she continues as the Director of this MFA course since 1999. She has also served as a resource person in numerous seminars and conferences in environmental law, including the UNITAR (United Nations Institute for Training and Research) seminars on implementation of multilateral agreements related to biological diversity, held in Kushiro and Chiang Mai. She served as a member of the National Preparatory Committee for the World Summit on Sustainable Development (Focus Group III – Environment Issues), and was also in the National Environment Agency Feedback Group on the United States – Singapore Free Trade Agreement. She was a member of the National Environmental Agency Focus Group on Air and Climate Change to review the Singapore Green Plan 2012. She was Visiting Professor of the Universidad Metropolitana de Mexico, Mexico City, Mexico where she conducted a series of lectures on Environmental Law to PhD students (2005). She taught a course on ASEAN Environmental Law, Policy and Governance at the William Richardson School of Law, University of Hawaii, Hawaii, USA.(2005). She is a member of the NUS IACUC (Institutional Animal Care and Use Committee); Chair of Crisis Management, IACUC sub- committee.

In 2009 she initiated a new course on ASEAN Environmental Law, Policy and Governance.

Professor Koh has presented papers at conferences held in Austria, Australia, Brazil, Brunei, Cambodia, China PRC, Germany, Hong Kong, India, Indonesia, Japan, Kenya, Kuwait, Malaysia, the Philippines, Singapore, South Africa, Sri Lanka, Switzerland, Thailand, United Kingdom, Ukraine, United States of America and Vietnam.

From 1980 to 1986, she served as a legal officer in the secretariat of the United Nations Commission on International Trade Law (UNCITRAL) in Vienna.
