Dr Vincent-Joël Proulx joined the Faculty of Law in September 2015 as Assistant Professor, where he teaches and researches primarily in the areas of international law, international dispute settlement, counterterrorism, international and national security law, and comparative law. He received the faculty-level Annual Teaching Excellence Award for the 2018-2019 academic year. Prior to joining NUS Law, he served a three-year term as Special Assistant and Legal Adviser to the President of the International Court of Justice (ICJ). His past appointments also included serving as Legal Officer to the Vice-President of the ICJ, Law Clerk at both the Court of Appeal for Ontario and ICJ, Québec Scholar at the Woodrow Wilson International Center for Scholars, and Secrétaire-rédacteur at five sessions of the Institute of International Law. He has also held various positions at the Canadian Department of Foreign Affairs and International Trade, Industry Canada, the Office of the General Counsel of the Information Commissioner of Canada, and McGill University’s Centre for Human Rights and Legal Pluralism. Given his expertise in international dispute settlement, he was appointed to the European Union’s List of Candidates Suitable for Appointment as Chairpersons for Arbitrations, the List of Arbitrators of the Hong Kong International Arbitration Centre (HKIAC), the Reserve Panel of Arbitrators of the Singapore International Arbitration Centre (SIAC), and the Panel of Arbitrators of the Asian International Arbitration Centre (AIAC).

Vincent-Joël is the author of Institutionalizing State Responsibility: Global Security and UN Organs (Oxford University Press 2016) and Transnational Terrorism and State Accountability: A New Theory of Prevention (Hart Publishing 2012), for which he was awarded the 2014 Myres S. McDougal Prize for best book in Law, Science, and Policy by the Society of Policy Scientists. His contributions have also appeared in various publications, including the American Journal of International Law Unbound, European Journal of International Law, Harvard National Security Journal, Journal of International Dispute Settlement, Leiden Journal of International Law, and Michigan Journal of International Law. He serves as Academic Editor on the Editorial Committee of the Singapore Journal of Legal Studies. He has presented his work at various conferences, workshops, and public lectures in Asia, Australia, Europe, and North America. In 2018, his co-authored paper titled ‘Requiem for a Deal, or the End of American Influence in the Investment Chapters of Asia-relevant FTAs?’ was awarded the Best Paper Award by the Japan Chapter of the Asian Society of International Law at its Global Annual Conference. Vincent-Joël served as invited faculty member at the last five editions of the Singapore International Arbitration Academy (SIAA). He was appointed as Director of Studies of The Hague Academy of International Law 2022 winter session. He has taught several classes as a guest lecturer at law faculties in Canada, the Netherlands, and the United Kingdom. He holds LL.L. and LL.B. degrees (cum laude) from the University of Ottawa, an LL.M. in International Legal Studies from NYU School of Law, and a doctorate in international law from McGill University, where he was the recipient of several awards and scholarships. He is called to the Law Society of Ontario (Canada) as a Barrister and Solicitor.
