Hussein Baxter is a Visiting Researcher at the E.W. Barker Centre for Law & Business at NUS Law, a doctoral researcher in law at City St George’s, University of London, and a senior international M&A lawyer at Sidley Austin.
His doctoral research examines legal and institutional change in the Gulf, with a particular focus on the development of financial free zones in the UAE. He is interested in why states adopt and adapt foreign legal models, and how legal institutions can be used to create commercial certainty, attract international capital and support economic transformation. His broader research interests include comparative law, legal transplantation, financial centres, corporate and commercial law, and law and economic development.
At NUS, Hussein is exploring these questions in the context of Singapore’s reception and development of common law and its emergence as a leading international financial centre.
Alongside his academic work, Hussein advises sovereign wealth funds, financial sponsors and multinational companies on major cross-border M&A and private capital transactions across the Middle East and internationally. His research draws on this practical experience and his engagement with the businesses, investors and institutions affected by the legal reforms he studies.
Hussein also teaches and lectures at leading universities internationally on M&A, international business and legal and economic transformation in the Middle East.
