LYE Lin-Heng, Irene
Lye Lin-Heng graduated in law from the University of Singapore, and holds Masters degrees in law from the University of London (King’s College) and Harvard University. She is an Advocate & Solicitor of the Supreme Court of Singapore, and taught Property Law I, Property Law II (Trusts), and Environmental Law at NUS for many years.

Lye Lin-Heng graduated in law from the University of Singapore, and holds Masters degrees in law from the University of London (King’s College) and Harvard University. She is an Advocate & Solicitor of the Supreme Court of Singapore, and taught Property Law I, Property Law II (Trusts), and Environmental Law at NUS for many years.
She was Director of the Law Faculty’s Asia-Pacific Centre for Environmental Law (APCEL) from 2013-2018. She was Vice-Dean and Director of the Faculty’s Graduate Programme from 1995-1998. She initiated the University’s multi-disciplinary programme, the M.Sc. (Environmental Management) [MEM] in 2001, and chaired its Inter-Faculty Programme Management Committee from its inception until her retirement in 2019. Environmental Law is a core module in this programme. She continued to teach Environmental Law to MEM and law students as an Adjunct Professor till July 2022 when she retired as Honorary Fellow. She was made Emeritus Professor in 2024.
She is a member of the Land Titles (Strata) Board, and a former board member of the Housing Development Board and the Tenants’ Compensation Board. She was a member of the Ministry of Environment’s Committees on Environmental Education, and on Waste Minimization and Resource Conservation in the Revised Singapore Green Plan 2012; as well as a member of the Technical Committee on National Drinking Water Quality Standards, National Environment Agency, Ministry of Environment and Water Resources. She was awarded the Public Service Medal (PBM) in 2016.
At the international level, she was a member of the Board of Governors of the IUCN Academy of Environmental Law, and co-chair of its Teaching and Capacity-Building Committee. She was a resource person in capacity-building programs conducted by the World Bank, the Asian Development Bank and the Ministry of Environment, Singapore. She has presented papers at conferences worldwide. She was Visiting Associate Professor at Yale University’s Environment School from 2003 to her retirement, co-teaching a course on Comparative Environmental Law with Prof Nicholas Robinson, Gilbert &Sarah Kerlin Professor of Environmental Law, Elizabeth Haub School of Law, Pace University, USA.
She recently stepped down as Director of WWF Singapore, and is now on its Advisory Committee. She is a member of the Advisory Board for APCEL & Special Advisor to the MEM program at NUS. She was Hon. Legal Advisor to the Nature Society, Singapore (NSS) for many years and is now a member of its Advisory Committee.
