Abstract: As the Eminent Persons Group (EPG) on the ASEAN Charter, hereinafter the EPG, originally noted in 2006: “ASEAN’s problem is not one of lack of vision, ideas, and action plans. The real problem is one of ensuring compliance and effective implementation of decisions.” It pressed ASEAN to implement its commitments in a timely fashion as “delays and noncompliance [would] be counter-productive, undermine ASEAN’s credibility, and disrupt ASEAN’s efforts in building the ASEAN Community” (ASEAN, 2006 pp. 4, 21).
