Mr Lionel Yee, SC is the Deputy Attorney-General of Singapore. He graduated with a Bachelor of Arts in Law from Downing College, the University of Cambridge, UK in 1988 and obtained a Master of Laws (International Legal Studies) from the New York University, USA in 1999. He was admitted as an advocate and solicitor of the Supreme Court of Singapore in 1993.
Mr Yee started his legal practice in the Attorney-General’s Chambers (“the AGC”) in 1991. He held appointments in the Civil Division, the International Affairs Division and the Criminal Justice Division of the AGC and in the Ministry of Law. He was the Director-General of the International Affairs Division from 2008 to 2012.
Mr Yee served as the Second Solicitor-General from 1 Jan 2011, before being appointed as Judicial Commissioner on 1 Feb 2013. He was appointed Senior Counsel in Jan 2013. Mr Yee was appointed the Solicitor-General on 1 Feb 2014. He assumed office as a Deputy Attorney-General on 14 Jan 2017.
Alan Tan is Professor at the NUS Law School, specialising in Aviation Law, Maritime Law, Criminal Law and Environmental Law.
Born in Penang, Malaysia, Alan was educated at the Penang Free School and Raffles Junior College, subsequently obtaining an LL.B from NUS and an LL.M and J.S.D. from Yale Law School. He was the winner of the Koh Han Kok Prize for International Law at NUS, and his doctoral thesis on the law and politics of shipping regulation won the Ambrose Gherini International Law Prize at Yale Law School. Alan has been a Justices’ Law Clerk for the Supreme Court of Singapore and has also interned at the International Maritime Organization in London. He has published widely on Aviation Law, Maritime Law and Environmental Law, particularly in the context of Asian countries. In 2006, his book “Vessel-Source Marine Pollution: The Law and Politics of International Regulation”, was published by Cambridge University Press. In the same year, his article in the Air & Space Law journal – “Liberalizing Aviation in the Asia-Pacific Region: The Impact of the E.U. Horizontal Mandate” – won the Diedriks-Verschoor Prize for best law article.
Alan was Vice-Dean for Graduate Studies and Research at NUS Law (2006 to 2010) and Director (Projects) in the Office of the Provost at NUS (2011 to 2012), overseeing the newly-established Yale-NUS College’s double degree programs. He was also Director of the NYU@NUS Dual Degree program through which students obtained two LL.M degrees from the New York University and NUS Law Schools. In 2009, he was appointed as Hauser Global Visiting Professor at New York University School of Law, where he taught global aviation law and policy. He has also taught at the University of Sydney and served as a consultant to various governments and donor agencies, including the Vietnamese government and the United Nations Development Programme (UNDP). Alan has also been engaged as a consultant on aviation liberalization in Asia by the Asia-Pacific Economic Co-operation (APEC) forum, the Association of Southeast Asian Nations (ASEAN), the Arab League and various national governments.
Prof. Andrea Harrington currently serves as the Co-Director of the Institute of Air and Space Law and Associate Professor in the McGill Faculty of Law. She is a member of the editorial board for the McGill Annals of Air and Space Law, New Space, and the American Bar Association publication The Air and Space Lawyer as well as providing peer review for numerous other publications including Acta Astronautica and Space Policy. Among other publications, she is the author of the book “Space Insurance and the Law: Maximizing Private Activities in Outer Space,” which won the British Insurance Law Association Book Prize for 2022. Prof. Harrington is a licensed attorney in the Commonwealth of Massachusetts. She also teaches in the Space Resources Program for the Colorado School of Mines. Her current research focuses on the use of the principle of due regard in space law and international law.
Prof. Harrington previously served as Dean of Space Education at Air University for the United States Space Force (USSF), where she was responsible for overseeing the West Space Seminar and Schriever Space Scholars, as well as leading Guardian Education development efforts for USSF Space Delta 13. In that role, she led the establishment of ground-breaking USSF academic programs in Washington DC through Johns Hopkins University School of Advanced International Studies. Prior to that role, she served as Chair of the Department of Spacepower and Director of the Schriever Space Scholars concentration at Air Command and Staff College, where she was a Full Professor of Military and Security Studies. There she taught International Space Law and Policy, International Security, and Science Fiction & Military Culture. Before that Prof. Harrington served as the Associate Director of the Air and Space Law Programs at the University of Mississippi, where she taught International Space Law, US Domestic Space Law, International Private Air Law, US National Aviation Law, and Remote Sensing Law. She has been Associate Chair for the Policy, Economics, and Law Department for the International Space University’s 2018 Space Studies Program, Jr. Project Manager for Secure World Foundation, and researcher on projects for the FAA Center of Excellence for Commercial Space Transportation, the International Society for the Advancement of Space Safety (IAASS), the International Civil Aviation Organization (ICAO), and the Space Security Index.
Prof. Harrington was an Erin J.C. Arsenault Fellow in Space Governance at the McGill University Institute of Air and Space Law (IASL), where her doctoral research focused on insurance and liability issues for the commercial space industry. Prof. Harrington holds a DCL and LLM from the McGill IASL, as well as a JD with High Honors from the University of Connecticut School of Law, an MSc in European Politics and Governance from the London School of Economics and Political Science, and a BA in International Relations and History from Boston University (Magna Cum Laude). Prior to transitioning to air and space law, she was active in the insurance and financial compliance fields.
David has experience in advising leading corporates and private equity houses on domestic and cross-border public and private M&A, joint ventures and corporate restructurings, across various sectors including F&B, retail and consumer goods, regulated institutions and TMT.
Dr Donal Hanley is an Adjunct Professor in the Faculty of Law at McGill University, teaching Aircraft Financing Law at its Institute of Air and Space Law.
In addition, he is a Fellow of the Royal Aeronautical Society, a Visiting Lecturer teaching Aircraft Financing Law at the International Institute of Air and Space Law at Leiden University, an Instructor in Aircraft Acquisition and Financing at the International Air Transport Association and a non-executive director on the boards of Irish subsidiaries of WNG Capital LLC, a commercial aircraft lessor.
He was previously Vice President, Legal of Aviation Capital Group (ACG), a large commercial aircraft leasing company, and first Managing Director of its Irish subsidiary, ACG Aircraft Leasing Ireland Limited. He also served as president of the board of directors of ACG’s other Irish, French and Swedish subsidiaries and was a co-founder of CIAF Leasing, an Egyptian aircraft leasing company joint venture of ACG and various Egyptian Civil Aviation Ministry entities.
He has over 30 years of experience of practicing aircraft leasing and finance law in Ireland, the UK, Japan and the USA. Qualified as a lawyer in Ireland, England and California, he has also studied in Japan, Canada and the Netherlands and has, among others, MBA, LLM and PhD degrees, all specializing in aviation law.
He has published a number of articles as well as a textbook on aircraft operating leasing law and is a regular speaker at industry conferences.
Mr Joel Lisk is a Research Associate (Space and Regulation) within the Jeff Bleich Centre for Democracy and Disruptive Technologies at Flinders University.
Joel principally researches the laws applicable to private and commercial activities in new operating domains with a particular focus on the use of outer space. Joel’s main research focuses on how domestic laws are designed and their consequential impacts on commercial activities. Beyond outer space, Joel also looks to how laws can be used to regulate emerging techologies to avoid risks to end consumers.
Joel is a qualified lawyer, having previously worked in the areas of consumer and competition law, data protection, not-for-profits, and complex regulatory regimes.
Joel was a founding Director of the Space Law Council of Australia and New Zealand and continues to act as its Company Secretary. Joel is also a Research Affiliate of the Australian Centre for Space Governance.
Joel has also presented at numerous domestic and international conferences on the topic of legislative compliance and regulatory burdens in the commercial space sector and published technical and broad-audience commentaries on Australian and foreign domestic space law issues.
Joel is also a PhD Candidate researching how nations legislate for commercial activities in outer space.
Joel remains a sole practitioner having previously been an Associate at a national mid-tier law firm where he advised corporate clients on a range of matters within highly regulated industry sectors including space, drones and civil aviation, competition and anti-trust, import and technology controls, data privacy and consumer protection. Joel also works with stakeholders in the legal sector to further the professions understanding of how law applies to space and ensure that lawyers are capable of providing accuate, timely and efficient advice to clients.
Dr. Neha Singh is an academic in the legal field who recently transitioned into academia from the legal profession. She brings rich legal experience as a lawyer to the academic world and as an academician now provides theoretical education in law tampered with the richness of her experience as a lawyer. As a lawyer of six years standing the practiced before the Supreme Court of India, the High Court, and various judicial/quasi-judicial authorities. Having worked as a legal advisor to the National Highways Authority of India, the Land & Building Department, and the Delhi Urban Shelter Improvement Board of New Delhi, she developed an in-depth understanding of the land acquisition laws of India and the corporate laws. Her experience in the legal profession also spammed Civil Laws, Criminal Laws, and Service Laws. She holds an LL.M. degree in intellectual property laws from the National Law University, Jodhpur, and obtained a Ph.D. from Manav Rachna University, Faridabad, Haryana.
Paul is an Academic Fellow at the Centre for Banking & Finance Law at NUS Law and Adjunct Professor at NUS Law where he teaches a course on Aviation Financing. He is a partner of Milbank LLP leads the Transportation and Space practice in Asia. Milbank was founded in 1866, and belongs to an elite group of firms based originally on Wall Street, New York. It is a global firm and is ranked Tier 1 in Aviation and Transportation Finance by Legal 500 Global and Chambers Global 2022 – a position held only by two firms globally.
Paul has helmed some of the most significant aircraft related transactions during his career including the then largest commercial aircraft acquisition of all time by PT Lion Mentari worth over US$20 billion of Airbus NEO aircraft. He is considered “Best of the Best” top 30 aviation practitioners in the world by Who’s Who Legal.
Prior to joining Milbank, Paul was the global head of aviation for an international law firm based in London. He has helmed some of the most complex and first-in-the industry asset backed structured and receivables financings. Paul has thorough knowledge of the financing and leasing of aviation and maritime assets, rolling stock and other moveable assets. He is also experienced in tax-based finance, leveraged finance, Islamic finance and export credit. He has acted for major lenders, operating and finance lessors, borrowers, lessees and arrangers in a wide range of banking, finance and leasing transactions for over 30 years.
Shubhamay is an India-qualified lawyer, presently based out of Mumbai. A Leiden University alumni, he completed his Advanced LL.M in Air and Space Law.
Shubhamay is extremely passionate about Aviation and Outer Space. His love for airplanes and spacecraft from childhood days culminated into his inspiration to carve a niche for himself in the aviation and outer space sector. He is presently associated as Research Assistant with the ‘’Center for Research in Air and Space Law”’ (CRASL) run by “Maharashtra National Law University, Mumbai’’ (MNLU) and is involved in various research activities including but not limited to Airport Governance in India, Arbitrability of Space Disputes and Exploring the Space Start-up Ecosystem in India.
Prior to joining Leiden University, Shubhamay has had experience in Domestic Litigation in India. Based out of Mumbai, He was majorly involved in commercial and civil dispute resolution. He has also worked on several white-collar crime matters. Shubhamay has appeared before various courts and tribunals in Mumbai ranging from the Magistrate’s Court to the Bombay High Court.
Shubhamay is currently working on assisting companies and startups from across the world to rise and shine in the global platform in the areas of aviation and outer space.
Ms Tan Siew Huay is Director (Legal), Civil Aviation Authority of Singapore (CAAS). Throughout her 25-year career in civil aviation, besides fulfilling her corporate legal role, she has made significant contribution to the development of international civil aviation particularly in international aviation law.
She has represented Singapore in various ICAO meetings including ICAO Legal Committee meetings and Sessions of the ICAO General Assembly and the International Conferences on Air Law which concluded the Montreal Convention of 1999, the General Risks and Unlawful Interference Risks Conventions both of 2009, the Beijing Convention and Beijing Protocol both of 2010 and the Montreal Protocol of 2014.
Notably, she was the President of the Diplomatic Conference which concluded the Montreal Protocol of 2014 which among other things, expanded the grounds of jurisdiction over offences and acts committed on board aircraft. She also held offices in other Diplomatic Conferences and various other ICAO subcommittee and legal working groups.
She is the current Chairperson of the ICAO Legal Committee which plays a key role in the air law treaty making process and has a work programme that addresses key legal issues affecting international civil aviation. Her other roles in ICAO Legal work include the Commission of Experts of the Supervisory Authority of the International Registry (CESAIR), the Working Group on the Review of the ICAO Rules for the Settlement of Differences (WG-RRSD), the ICAO Secretariat Study Group on Legal Issues related to Pilotless Aircraft (SSG-LIPA), the Article 12 Task Force (A12TF and the Safety Information Protection Implementation Group (SIP-IG).

Urszula is admitted to practice law in Hong Kong, Australia and England & Wales and is a Certified Anti-Money Laundering Specialist (CAMS). She is highly rated across a number of practice areas by Chambers and other major legal directories.
Specialized in Aviation Law, Prof. Dr. Vincent Correia is Full Professor of Law since 2014. Before joining McGill University, he served as Professor of Public Law in France, at the Université de Poitiers (2014-2017) and Université Paris-Saclay (2017-2023). In parallel, he has been a Visiting Professor at Leiden University (the Netherlands) for almost a decade. He intervened as a guest lecturer at several Universities throughout the world, in Europe, South America, South-East and Central Asia most notably. He is fluent in French, English and Spanish.
His current research focuses on the study of the interactions between international air law and national and regional legislations, from a multi-level perspective. He addresses emerging trends in the field of environmental protection, competition law, liability and passengers’ rights, as well as the liberalization of the air transport sector. He lectured, in the last years, Air Law, Public International Law and European Union Law.
He has published numerous articles and case commentaries on aviation law in English, French and Spanish. He has been co-editor of the Revue Française de Droit Aérien et Spatial and member of the boards of editors of the Aviation and Space Journal and the Air & Space Law journals. He is member of the board of the Société Française de Droit Aérien et Spatial and member of the International Law Association and the Association Française d'Études Européennes.
